Insurance for home health, home care and hospice agencies
Home care has been a Bliss Marc specialty for decades. We build programs that meet state licensing minimums, price caregiver workers' comp correctly, and close the gaps that sink agencies: non-owned auto, abuse and molestation, and caregiver theft.

- Licensing liability minimum
- $1M / $3M
- Required by both California and Illinois.
- CA caregiver class 8827
- $2.794
- Advisory rate per $100 of payroll, Sept 1, 2026.
- Workers' comp
- First hire
- Required from your first employee in CA and IL.
The core program
- Workers' compensation for caregivers, nurses and office staff (California class 8827; NCCI class 8835 in Illinois)
- General and professional liability at $1 million per occurrence / $3 million aggregate
- Employee dishonesty bond with third-party coverage (California requires at least $10,000)
- Hired and non-owned auto for caregivers who drive to clients
- Abuse and molestation coverage, often excluded or limited in basic policies
State licensing requirements
California home care organizations must show general and professional liability of at least $1M per occurrence and $3M aggregate, workers' comp for their aides and a $10,000 dishonesty bond (Health and Safety Code 1796.37). Illinois home health, home nursing and home services agencies must submit a Certificate of Insurance showing $1M per occurrence and $3M aggregate liability (77 Ill. Adm. Code 245.90).
Mistakes we fix most often
- Caregivers paid as 1099 contractors who are employees under the law
- Office staff reported in the caregiver class, inflating premiums
- Liability limits that slipped below licensing minimums at renewal
- No non-owned auto coverage even though caregivers drive daily
- Bonds that cover only the agency's losses, not theft from clients
