Coverage guides for Illinois
Workers' compensation in Illinois
Illinois requires workers' compensation if you have even one employee, including part-time staff, from the first day of employment. Sole proprietors, partners, corporate officers and LLC members can opt themselves out in writing. An employer that knowingly fails to insure can be fined up to $500 per day with a $10,000 minimum, face criminal charges, and receive a work-stop order.
Home health and home services agency licensing
Section 245.90 of the Home Health, Home Services, and Home Nursing Agency Code requires a license application to include a Certificate of Insurance showing liability coverage of at least $1 million per occurrence and $3 million aggregate.
How Illinois rates are set
Illinois insurers build their rates from advisory loss costs filed by NCCI, then apply their own multipliers, so quotes for the same business can vary widely. For January 1, 2026, NCCI filed a 1.2% decrease in voluntary-market loss costs. Shopping multiple carriers matters here.
